DSCHC Launches Intensive Capacity-Building Training to Boost Service Delivery in Delta State

The Delta State Contributory Health Commission (DSCHC) has stepped up efforts to strengthen service delivery across its health insurance ecosystem with the launch of a two-day capacity-building training for its senior staff.

The programme, which centres on improving corporate performance processes, fulfils provisions in the Commission’s enabling law that mandate continuous development of its permanent workforce.

Opening the session, DSCHC Consultant Dr. S.O. Nwachukwu highlighted the importance of the training, noting that many senior personnel were originally seconded from various Ministries, Departments and Agencies (MDAs) during the Commission’s formative years. According to him, the civil service work model differs significantly from the corporate-driven structure adopted by the DSCHC, making reorientation critical for improved efficiency.

Dr. Nwachukwu added that the Commission has already produced a comprehensive Standard Operating Procedures (SOP) manual and is now focused on equipping staff to apply the guidelines effectively, especially as they transition toward permanent employment status within the organisation.

Also speaking at the event, the Director of Administration and Human Resources, Comrade Bolum Martins Nwachukwu, said the Commission had reached a stage of institutional maturity where its operations are now guided by well-documented systems and structures designed for long-term sustainability. He praised the Director General and Chief Executive Officer, Dr. Isaac Akpoveta, for his visionary leadership, noting that his reforms have positioned Delta State ahead of several others in health insurance administration.

Participants received training in key areas of Transition Management, including corporate culture, workplace attitude, Key Performance Indicators (KPIs), job descriptions, and the application of SOP-driven processes. The session also featured an interactive Q&A segment, giving staff space to raise concerns and seek clarifications.

The training continues through the week as the DSCHC moves to build a more agile, corporate-oriented workforce committed to delivering high-quality healthcare services to residents across Delta State
