NUJ Mourns Joseph Otumara, Celebrates Late Statesman’s Enduring Legacy in Delta Healthcare and Public Service


ASABA, DELTA STATE — The Nigeria Union of Journalists (NUJ), Delta State Council, has expressed profound grief over the passing of renowned statesman and veteran public administrator, Chief Dr. Joseph Sisanmi Otumara, describing him as a selfless servant whose contributions to governance, healthcare, and community development left an indelible mark on Delta State.
In a statement jointly signed by NUJ Delta State Chairman, Churchill Oyowe, and Acting Secretary, Josephine Omodior, the union said it received news of the former commissioner’s death with “profound shock and deep sadness.”
The council noted that Dr. Otumara’s demise represents a significant loss to Delta State, describing him as one of the state’s most accomplished public servants whose career was defined by unwavering dedication to the welfare of the people and the advancement of public institutions.
“Dr. Otumara’s death has deprived Delta State of an experienced leader whose life was defined by sound commitment to public service, the welfare of the people, and the development of the state,” the statement said.
A Career Defined by Service
The late Dr. Otumara’s public service record spans several decades and multiple administrations. He remains a historic figure in local government administration as the first and only individual in Nigeria to serve three terms as Chairman of Warri South Local Government Council.
He later served as Commissioner for Housing during the administration of former Delta State Governor James Ibori, before becoming Commissioner for Health throughout the eight-year tenure of former Governor Emmanuel Uduaghan.
Dr. Otumara also served as the pioneer Chairman of the Warri/Uvwie and Environs Development Agency, an agency established during the administration of former Governor Ifeanyi Okowa. He continued to lead the agency under the current administration of Governor Sheriff Oborevwori until his passing.
Architect of Landmark Healthcare Reforms
The NUJ paid special tribute to Dr. Otumara’s remarkable stewardship of the health sector, crediting him with helping to design and implement some of Delta State’s most impactful healthcare programmes.
Among the initiatives highlighted were the widely acclaimed Free Under-Five Healthcare Programme, which expanded access to healthcare for children, the Free Maternal Healthcare Programme that provided comprehensive medical support for pregnant women, and the annual Free Rural Healthcare Programme, through which thousands of residents benefited from free consultations, surgeries, and treatments.
According to the union, these interventions significantly improved healthcare access and outcomes across the state, particularly among vulnerable populations.
The council further noted that Dr. Otumara played a critical role in the growth and institutional strengthening of Delta State University Teaching Hospital, helping transform it into one of Nigeria’s leading tertiary healthcare institutions.
Under his watch, DELSUTH achieved notable medical milestones, including successful kidney transplant procedures, hip replacement surgeries, and corrective orthopedic interventions, achievements that elevated the hospital’s profile nationally.
Remembered for Humility and Compassion
Beyond his official accomplishments, colleagues and admirers remember Dr. Otumara for his humility, accessibility, and compassion.
The NUJ described him as a bridge-builder and development-oriented administrator whose commitment to service transcended political affiliations.
“He exemplified the highest ideals of public service and demonstrated rare altruistic tendencies in the discharge of his responsibilities,” the council stated.
Observers say his influence extended beyond government offices into communities across Delta State, where many benefited directly from programmes and initiatives he championed.
A Legacy That Will Endure
As tributes continue to pour in from across the state, the NUJ said Dr. Otumara’s legacy will endure through the institutions he strengthened, the policies he implemented, and the countless lives he positively impacted.
The council extended condolences to his family, the people of Warri Kingdom, the Delta State Government, political associates, and friends, describing his death as a monumental loss to the state and the nation.
While mourning his passing, the union urged Deltans to draw inspiration from a life devoted to service, leadership, and humanity.
“His legacy transcends politics and public office. He will be remembered as a patriot whose contributions positively impacted countless lives across Delta State and beyond,” the statement concluded.
Dr. Otumara’s death marks the end of an era in Delta State’s public service history, but his contributions to healthcare, governance, and community development are expected to remain a lasting testament to a life dedicated to the common good.

As a three-time Chairman of Warri South Local Government Council, (the first and only three-time council chairman in Nigeria), Commissioner for Housing during the administration of former Governor James Ibori, Commissioner for Health throughout the eight-year administration of Dr Emmanuel Uduaghan, and pioneer Chairman of the Warri/Uvwie and Environs Development Agency (WUEDA) under the administration of Dr Ifeanyi Okowa, a position he continued to hold until his demise under the administration of Rt Hon. Sheriff Oborevwori, Dr. Otumara left indelible footprints across the various sectors he served.

The NUJ Delta State Council recalls with admiration his exceptional contributions to the transformation of the health sector during the Uduaghan administration. As Commissioner for Health, he played a pivotal role in the conception, implementation and success of several landmark healthcare initiatives that significantly improved access to quality healthcare for the people of Delta State.

Among these were the highly acclaimed Free Under-Five Healthcare Programme, which provided medical care for children below the age of five; the Free Maternal Healthcare Programme, which catered for pregnant women from antenatal care to delivery, including caesarean sections; and the annual Free Rural Healthcare Programme, through which thousands of Deltans and non-Deltans benefitted from free medical consultations, surgeries and treatments for various ailments, including cataracts, fibroids and other health conditions.

His passion, dedication and tireless commitment to healthcare development also contributed immensely to the completion and growth of the Delta State University Teaching Hospital (DELSUTH), Oghara, which evolved into one of Nigeria’s foremost tertiary healthcare institutions and a reference point in medical excellence. Under his stewardship, the hospital recorded remarkable achievements, including successful kidney transplant procedures, hip replacement surgeries and corrective surgeries for knocked knees, among other groundbreaking medical interventions.

Beyond his impressive public service record, Dr. Otumara was widely respected for his humility, accessibility, compassion and uncommon dedication to the welfare of others. He exemplified the highest ideals of public service and demonstrated rare altruistic tendencies in the discharge of his responsibilities. His life was a true to the belief that leadership is most meaningful when it is anchored on service to humanity.

The NUJ Delta State Council notes that his legacy transcends politics and public office. He will be remembered as a bridge-builder, a development-oriented administrator and a patriot whose contributions positively impacted countless lives across Delta State and beyond.

While mourning this painful loss, the Council takes solace in the enduring legacies he left behind through the institutions he strengthened, the policies he championed and the lives he touched.

The Council extends its heartfelt condolences to his immediate family, the palace and people of Warri Kingdom, the Delta State Government, associates, friends and all who are grieving this monumental loss.
